  • Katie Chang
    Associate

    As a prosecutor, Katie successfully managed high-volume caseloads
    and represented the State of Maryland before the District and Circuit Courts for Baltimore City
    in numerous criminal matters. Most recently, Katie investigated reports of police misconduct for
    the Public Trust and Police Integrity Unit. During her time in law school, Katie developed a passion for helping others fight against abuses
    of power and geared her competitive nature toward becoming skilled in the courtroom. She
    competed with the Thurgood Marshall Trial Team in her third year and practiced as a Juvenile
    Division Rule 19 student attorney for the Baltimore City State's Attorney's Office, interned for
    the Special Victims' Unit, and served as a law clerk for the Gun Violence Enforcement Division.

  • David A. Fraser
    Associate

    David graduated from the University of Baltimore School of Law in 2017. As an evening student, he worked full time for Wells Fargo Bank while taking classes at night. During his time at UB, David served as President of the Student Bar Association, advocating for the rights and concerns of the student body, as well as planning events that enriched the law school experience for students. He also served as a Student Attorney in the Community Development Clinic, helping small businesses and non-profit organizations with their various legal needs.

     

    After graduation, David began his legal career working for a firm where he represented banks and financial institutions in residential foreclosure cases throughout the State of Maryland. From there, he went on to another law firm where he worked for more than two years handling insurance defense litigation primarily in various trucking and transportation matters. David joined Landsman & Ronald in 2022 where he continues to handle insurance defense matters.  In particular, he represents individuals and companies as a result of motor vehicle accidents, premises liability and construction defects. David considers it an honor and privilege to not only practice law, but to represent clients in the litigation process. He genuinely cares about his clients and is focused on delivering favorable outcomes for them through honest communication and authentic advocacy.

     

    David was born in Baltimore. The youngest child of Guyanese parents, he attended the Western School of Technology for high school where he enjoyed playing football and performing in a school musical. Among the first members of his family to attend college, David played football for four years at Johns Hopkins University, playing on two conference championship teams.

     

    Outside of work, David enjoys spending time with his family, watching the Ravens and Orioles, occasionally playing golf and softball, and serving with various ministries at his church.
